Relating to amending the Texas Election Code, relating to exemption certificates for certain classes of electors, so as to eliminate the provision making it apply only to persons residing in cities of 10,000 inhabitants or more and so as to clarify the classes of persons to which it applies and the time within which certificates must be obtained annually.
