Relating to proposing a constitutional amendment authorizing the Legislature to provide for the collection and expenditure of fees not to exceed stated rates for the right to divert or use certain waters to provide for securing bonds or other obligations for water conservation purposes by a pledge of such fees, and to make appropriations of such fees for more than two years.
