Relating to making an appropriation for payment of refund of certain taxes on coin-operated machines erroneously paid to the State; making an appropriation for payment of a warrant on which the Statute of Limitations prohibits payment; authorizing the Comptroller to issue warrants upon approval of same by the State Auditor, Comptroller and Attorney General.
