Relating to providing for the self-support and independent administration of the Banking Department of Texas by requiring that fees, penalties, and other revenue collected by the Banking Department be retained and held by it and be expended as authorized by the Finance Commission for the expenses of said Department; appropriating to the Banking Department the unexpended balance of the "Cemetery Perpetual Care Enforcement Fund".
