Relating to authorizing the State of Texas to require all books for public use to be covered and that all books which are issued to the public, public library books, rental library books, school library books as well as the school text books which are now covered by requirement, college library books, university library books, and private and parochial school library books, and any and all books which are to be used by and reissued to the public shall be covered; fixing a penalty.
