Relating to creating an additional criminal district court for the County of Bexar; and to provide for the jurisdiction and organization of said court and the procedure to be used in said court; to provide the transferring and docketing of cases; and to provide for the appointment and election, qualification, jurisdiction, duties, powers and compensation of the judge of said court.
