Relating to authorizing and directing the Commissioner of the General Land Office to lease to George A. Andlauer, his heirs and assigns a spoil bank, known as Red Fish Reef; prescribing the terms and conditions of said lease; providing for the use of the spoil bank, authorizing the encumbrance of the lease; reserving the minerals to the State of Texas; providing for the forfeiture and re-instatement of the lease; providing for the removal of all improvements made thereon.
