Relating to providing that the holder of unpaid and unclaimed proceeds of oil, gas and other minerals shall be liable for interest on such proceeds to the owner thereof at the rate of 6 per cent per annum from and after January 1st, 1952, and shall be liable for 6 per cent interest per annum on all such proceeds accrued subsequent to January 1st, 1952, beginning January 1st after the accrual thereof, excepting such proceeds as may be involved in pending litigation until after such litigation is finally concluded, and providing that the holder of such proceeds may be absolved of liability for interest thereon, provided such holder reports such proceeds to the County Clerk of the county of the origin of such oil, gas and mineral interest; requiring the filing and publicizing of such reports by the County Clerk.
