Relating to authorizing the commissioners court in a county with a population in excess of one hundred and ninety thousand (190,000) inhabitants according to the last preceding Federal Census and in which there is only one incorporated city of over ten thousand (10,000) inhabitants, to create Planning Districts outside of incorporated cities or towns for the purpose of regulating zoning, platting, subdivisions and public health; providing regulatory measures and methods of creating such districts; providing for dissolution of said Planning Districts; providing for an election and a penalty for the violation of the rules of the commissioners' court.
