Relating to amending the Criminal Statutes by providing that no person shall deface, destroy or alter the serial number, engine number, or other distinguishing number on a motor vehicle, trailer, or semi-trailer; providing that the State Highway Department be authorized to assign a distinguishing number; providing that no vehicle required to be registered except trailers and semi-trailers with a registered gross weight in excess of 2,000 pounds, may be sold or operated upon the highways without a motor number, serial number, or permanent identification number; providing penalties for violation.
