Relating to making an appropriation to the Nueces River Conservation and Reclamation District out of any funds in the State Treasury not otherwise appropriated for each of the fiscal years of the biennium ending August 31, 1953, to aid the District in its operations for the purposes for which created; providing that the appropriation made herein shall be a loan to the District to be repaid to the General Revenue Fund of this State from the first revenues received by the District.
