Relating to making an emergency appropriation to the Texas Agricultural Experiment Station System for the purpose of erecting and equipping a headquarters building at Substation No. 11 at Nacagdoches, Texas; providing that such appropriation shall be made available on the effective date of this act and shall expire August 31, 1952.
