Relating to amending a previous Act, providing authority for the Comptroller to authorize distributors to affix revenue tax stamps by imprinting tax meter stamps upon original packages of cigarettes, providing rules and regulating thereto, prescribing the duties of the State Treasurer in invoicing, distributing and handling stamp metering machines.
