Relating to making an emergency appropriation to the State Department of Agriculture, Division of Horticulture and Plant Quarantines, for the purpose of employing personnel and paying their expenses to search for and insect host plants of dangerous citrus insects, pest or plant diseases, especially for Citrus Black Fly, on road stations leading into the Citrus Belt of Texas and on international bridges between the United States and the Republic of Mexico.
