Relating to making it a felony to break into, enter into or upon a motor vehicle, without the consent of the owner, with the intent to commit a felony or theft and to break into, enter into or upon any motor vehicle, without the consent of the owner, and take anything of value therefrom; fixing a penalty; repealing all laws and parts of laws in conflict herewith.
