Relating to changing the name of the School or College of Mines and Metallurgy at El Paso to the "Texas State College of Mines and Arts," or any reference thereto, whatever such name or reference appears in the Revised Statutes of Texas, 1925, or any amendments thereto, or in any acts of the Legislature, or in any Constitutional Amendment.
