Relating to making it illegal to operate a rent or commercial boat upon any of the waters of this State without having such boat equipped with one life preserver for each passenger aboard and a minimum of four life preservers for each boat; defining the term "life preserver"; providing a penalty for violation thereof; repealing all laws in conflict.
