Relating to declaring the floods in Bexar, Wilson, Karnes and Goliad Counties, Texas, to be a public calamity; authorizing a donation and grant to the San Antonio River Canal and Conservancy District of one-half (1/2) of the State ad valorem taxes collected in said Counties; providing that such donated taxes shall be used for flood control improvement and maintenance purposes; repealing all laws in conflict.
