Relating to authorizing the Department to assign serial numbers for trailers and semi-trailers; providing for the manufacturer's serial number and assigned serial number to be used as the major identification of trailers and semi-trailers in the issuance of certificates of title and registration receipts; providing a penalty; providing a saving clause; repealing all laws in conflict.
