Relating to designating, constituting and making the Comptroller of Public Accounts, the Chief Tax Officer of this State, and prescribing certain duties of the Comptroller of Public Accounts, and the Tax Assessor and Collector in the collection of delinquent and insolvent taxes; providing this law to be cumulative of tax laws not in conflict with it.
