Relating to amending Section 40, of an act entitled "An Act to provide a charter for the city of Houston, Harris county, Texas," the same being Chapter 7 of the Special Acts of the Regular Session of the Twenty-fifth Legislature, and to add thereto Section 40a, authorizing the creation of the office of boiler inspector; and Section 40b, empowering the city council to provide for the refunding money heretofore paid for paving assessments under the front foot rule heretofore existing.
