Relating to amending an Act entitled "An Act to incorporate the city of Paris, and to prescribe its duties and liabilities," adopted by the Twenty-first Legislature of Texas, and approved March 27th, 1889, by amending Section 25 of said act, and adding Section 31a thereto.
