Relating to amending Sections 7 and 137, 138, 139, 140, 141 and 142, of an act entitled "An Act to grant a new charter to the city of El Paso," approved March 2, 1889, and the acts amendatory thereof, relating to the streets, alleys, sidewalks and other public improvements, and the levy and collection of a tax to pay therefor, and fixing the time of holding elections.
