Relating to appropriating and transferring to a fund to be known as Pure Feed Fund of the Agricultural and Mechanical College, all money or moneys heretofore and hereafter collected under Pure Feed Acts, and not expended for and on behalf of the Agricultural and Mechanical College, and authorizing the expenditure of the same.
