SB 314, 32nd R.S.

Relating to amending an Act so as to provide that all expenditures of the Board of Regents of the University of Texas may be made by order of the said Board of Regents, to be paid on warrants from the Comptroller on voucher approved by the chairman of said Board or by some other officer or officers of the University of Texas designated by him in writing to the Comptroller.
