Relating to increasing the authority and duties of the commissioners court of Orange County, Texas, and of the county commissioners of said county to devote their entire time and attention to the affairs of said county, making each such county commissioner ex officio road commissioner of his commissioner's precinct, and to fix the salary for the members of said commissioners court.
