Relating to creating, establishing and incorporating the Donna Independent School District in Hidalgo County, Texas for free school purposes only; defining its boundaries; providing for the management and control thereof by a board of trustees; providing for continuing in office of certain members of the board and the election of the other members of the board, and determining manner of selection of tenure of office and providing time and manner of election thereof, and providing for temporary management and control of said district.
