Relating to granting to J.J. Kane, of the city of Galveston, Texas, his heirs and assigns, an extension of time in which the sum of not less than $150,000.00 should be expended in the construction of a dry-dock or marine railway on certain submerged flats or lands on the shore of Galveston Bay.
