Proposing an amendment fixing the term of office and the manner and method of election of Representatives; providing the term of office of Representatives; providing that a new House shall be chosen after each apportionment and the Representatives elected after each apportionment shall be divided by lot into two classes, the seats of the Representatives of the first class to be vacated at the expiration of the first two years and those of the second class at the expiration of four years.
