Relating to authorizing the State Highway Commission to adopt regulations as now provided for the State Highway System of Texas under certain conditions, for use of county roads not forming part of State Highway System and falling outside of city limits of incorporated cities; requiring the keeping of certain reports by the Commissioners' Court.
