Relating to providing for the printing of all proclamations and legal notices, or other advertising matter, by the different institutions of the State, districts, counties and subdivisions thereof, and providing for maximum fees to be charged for said publications, and directing the manner of payment therefor, and repealing all laws or parts of laws in conflict herewith.
