Relating to permitting insurance carriers organized and licensed under the laws of the Republic of Mexico, or any State thereof, to underwrite in the State of Texas automobile coverage, accident and other insurance risks upon persons and personal property while in the Republic of Mexico, prescribing the conditions to be complied with to enjoy such privileges; repealing all laws and parts of laws to the extent of conflict herewith; providing for severability.
