Relating to granting permission to Mrs. Mamie Scherrer and her husband Emil Scherrer, and in case of the death of Mrs. Scherrer, her heirs to bring suit against the State of Texas and/or Highway Department in a Court of competent jurisdiction in San Patricio County, for damages for personal injury.
