Relating to granting aid to San Jacinto, Trinity, Jasper, Sabine, San Augustine, Shelby, Houston, Tyler, Angelina, and Walker Counties, made necessary by reason of the fact that the Government has purchased or leased in said Counties large acreages, reducing the taxable values of such Counties.
