Relating to amending a certain Statute to provide for dividing Water Improvement District when operating under contract with the Department of the Interior of the Government of the United States; to provide for the election of directors by the vote of the qualified electors of the whole irrigation district; providing penalties if any person shall fail or refuse to pay the taxes or water charges imposed upon him, or upon his property.
