Relating to declaring the purpose of the Legislature in matters affecting the collection of State taxes, fees and other moneys, establishing a centralized tax administration in the office of the State Comptroller of Public Accounts; creating a State Revenue Tax Stamp Board; establishing in the office of State Treasury a simplified system of accounts by abolishing certain special funds and providing for a system of classified funds; providing penalties for violation of this Act; making an appropriation.
