Relating to authorizing the State Highway Commission to issue a third plate, tag, sticker, or device, to certain motor vehicles and authorizing the Commission to make rules and regulations governing the manner, time, and location that such device be attached; providing for the violation of such rules and regulations be a misdemeanor, and providing the penalty therefor.
