Relating to amending a certain Statute to provide for the release of a guardian and the immediate appointment of a successor and providing that such resigning guardian shall not be discharged and that neither he nor his sureties shall be released until he has delivered the estate of his ward to his successor and final judgment rendered upon his final account.
