Proposing a constitutional amendment providing for the payment of Old Age Assistance and fixing the qualifications of recipients of said Assistance; fixing the maximum amount of assistance which may be granted to the State; levying and providing for collection of a transaction tax of one and six-tenths (1.6%) per cent.
