Proposing a constitutional amendment providing that the Legislature is authorized to appropriate not to exceed the sum of Six Hundred Thousand ($600,000.00) Dollar, per year for a period of five (5) successive years and commencing at any time within two (2) years after the adoption hereof, for the purpose of bringing tourists, immigrants and industries into this State.
