Relating to prohibiting officers in charge of prisoners from soliciting from such prisoners the services of any particular attorney and prohibiting practicing attorneys from conversing with prisoners while such prisoners are confined in any cell and prescribing the duties of officer in charge of prisoners with reference to obtaining counsel for such prisoner, posting this law in jails, providing a penalty.
