Relating to authorizing the Houston & Texas Central Railroad Company to purchase, own and operate the railroad of the Hearne & Brazos Valley Railroad Company, with the franchises and other property there unto appertaining, and authorizing the Houston and Texas Central Railroad Company to issue additional mortgage bonds to the amount of the value of the railroad franchises.
