Relating to empowering the Railroad Commission of Texas to require any railway company or receiver owning or operating any line of railroad to acquire and install in a road bed or track such ties, rails, ballast and other material as may be adequate and necessary to lay such in a safe condition to enable the transport of freight and passengers; prescribing penalties.
