Relating to amending a certain Statute relating to public utility corporations, rates and charges, and their regulation by the city council or municipal commission; providing for the control of such corporations by a municipal commission in such cities as may have adopted the commission form of government; reducing the minimum population of cities and towns in the State authorized to regulate such corporations.
