Relating to providing for the making of plats of land or lands which shall hereafter be laid off into town lots or blocks for the purpose of sale by any person, firm or corporation; providing for the filing of such plats in the offices of the County Clerk and County Tax Assessor; providing a penalty for failure to comply.
