Relating to amending certain statute relating to the issuance of process from the district and county courts of this State and the service and return of such process by regulating the fees to be charged by publishers of newspapers for publishing process required by law to be published in a newspaper, and fixing a maximum fee not exceeding $10.00 for the publication of such process.
