Relating to providing for the sale, development and patenting of mineral deposits of value excepting oil, natural gas, coal and lignite that may be in any of the land of the public free school fund, University fund, the several Asylum funds, that may have been heretofore or may hereafter be sold or disposed of by the State with reservation of minerals therein.
