Relating to creating and establishing the Stowell Independent School District in Chambers county, Texas; defining its boundaries; providing for a board of trustee to manage and control the public free schools within said district; investing the said district with the rights, powers, privileges and duties of a town or village incorporated under the general laws for free school purposes only.
