Relating to authorizing the appointment of a joint committee from the Senate and House to make a careful and thorough investigation into the subject of taxation, its methods and results, for the purpose of devising and reporting to the legislature of this State plans, methods, form, amendments and bills providing a more just, equitable, economical and effective system of taxation for the State and its municipalities.
