Relating to fixing and establishing a legal rate for the publication of all proclamations, advertising or notices of all kinds, except tabulated work, required by law to be published in newspapers in this State for State, counties, municipalities, districts or other subdivisions of the State, counties or municipalities, or in any legal proceeding.
